Adding none default Militia to a Planet (Capital Ships maybe?) in Sins Modding Sins Forums

I have been trying to create my own map with a heavily Militia defended planet being the only access to the star in each system. But I can't get any of the ships i specified in the planet template to show up at the star when I load the map. I tried to model the template for the planet after the default templates for planets with militia but none of it seems to work. Now I tried loading one of the premade maps that comes with the game and all planets that aren't home planets are owned by a none e
