Resolved; SOGE has supercaps disabled from game options by default. Had to start a new game to find the problem.

Gonna ask "the dumb question" again, because I am apparently a horrible, stupid person. I have read the "How to build Supercaps.txt" thing, the SOGE wiki, the ModDB page, this thread... everything I can scour from Google about it. I just simply can NOT find any ability on my capital ship factory on my homeworld. Is there supposed to be another structure called Supercap something? I don't see it on the planet itself, or the frigate factories, nowher
