What does the second upgrade to the TEC sensor drones do? I get the first upgrade but I can't seem to find why I should spend the resources on the the second.

I play as TEC so not sure about advent fleet make up. I rarely use culture until late game as it seems to have more of a impact on income which I usually don't have an issue with. I've pretty much beat the AI by the time I need culture.

I have read that as long as you aren't allies at the end it's all good. Haven't tried it myself though.
