Can't change my onscreen rez to 1280x720 in Technical Sins Forums

I'm trying to manually change my rez to 1280 x 720 via the user.setting file in Diplomacy, but the changes don't seem to take effect. What are my options aside from buying a monitor instead of using my HDTV?
