There are a few population cap mods that you may want to check out. Pop caps exist because of computer limitations. You can only have so many ships before the game suffers major slowdown, no matter your spec.

A DPS cap doesn't make sense. Damage disappears? That would buff animosity quite a bit, and would severely punish players for using focus fire. A synchronized fleet attack could end up losing over half of its damage output over a frighteningly long time, ruining a larger fleet for no apparent reason. How does the Cielo work against guardians? The guardian works by absorbing some of the damage from nearby ships. If the covered ship loses mitigation, and ends up taking extra damage, does the guardian end up absorbing more damage? What if the guardian is debuffed? Does the guardian end up suffering extra damage from the loss in mitigation? I'm curious of Cielo's are worth it when attacking an Advent battleball. How about merging in the role of structure killing with the Ruiner? The ruiner is a ship that houses the most potential explosives of any frigate. The Vasari pride themselves on the enslavement of other races, so a slave crew with a few masters can manage the ship. See where I'm going with this? Take the Ruiner, attach a thick front armor drill, prime the mines INSIDE the ship, go full speed hardcore into a structure. Sure, you lose a few slaves, but you get rid of a lot of enemies! S

The Egg is so good because nano disassembler bypasses shield mitigation, dealing hull-only damage. It's still affected by armor, but skipping mitigation means it's over twice as good as typical damage.

Carriers don't have weapons because it's beneficial to their AI. Without standard weapons, a carrier has no reason to run into the thick of battle and get a box full of rape. This way, they sit outside on the edge of the gravwell, away from danger.
Random artifacts are set as soon as the match starts. They have a high value and are balanced by the luck in trying to find them. However, if someone finds a type of maphack, then they can gun straight for the artifacts. Not that I'd approve of such a thing, but it is a potential vulnerability.
It really sucks when a 75% upkeep gets taxed another 75% when you tribute it to another player. Equal upkeeps shouldn't be suffering additional penalty.

I don't like the idea of limiting the angle of missile barrage. The missiles launch out of all sides, and missiles are designed to seek their targets. It wouldn't make sense to have MB limited to a tiny cone of effect.

The funny part is that by "countering" missile barrage with scouts, you intentionally cripple your fleet so that your opponent doesn't even need to use MB. Many of the target cap ideas have already suggested the Marza reacquires targets, so that no waves can go to waste, even if scouts are sacrificed into the mix.
