They do feel rather weak. I've got another question. Have turrets always taken 1 supply? I could have sworn it was more and that might explain the power cut.

It would make it more believable but it's probably not really necessary. Truthfully, I'd prefer it didn't take any supply. No explanation required and my OCD is appeased by regaining my 1 supply point.

I don't see slower speed as a problem. They cannot force fleet engagements but they can force retreats. Or they can just start bombing a planet until the enemy sends a response. It feels silly to see this massive ship chasing smaller ships with ease.

I'm personally okay with super weapons unbalancing the game if their cost is reasonably high enough. You could think of their upgrade cost as buying a "non-guaranteed win condition".

+1 Great idea! This feels like something that might fit well with the Advent. Maybe they could even have a weapon that hurts enemy alliances' relations. Like a paranoia bomb that incites fear and distrust. Maybe they could 'siphon' and steal relations from your allies to boost their own relations with the same. You could go in all sorts of directions with this. Let's get some more ideas in here!
