Need help installing mods in Sins of a Solar Empire Sins Forums

Ok, normally, i'm fine with installing mods, however i just recently got SOASE, and I need some help. I know the directory, (C:\Documents and Settings\ \Local Settings\Application Data\Ironclad Games\Sins of a Solar Empire\Mods). But the Ironclad Games folder isnt there. I have viewing hidden folders on, so, whats the problem?
