nope that doesn't do it for me, I've been trawling through these forums trying to find that answer, I have 6 civ and 6 military research stations and loads of cash and under fleet logistics, it asks for basic provisioning and basic training before I can upgrade under fleet logistics and I look and I look and I've googled it with no success... Is this a whacky problem from the last upgrade???

I'm looking under logistics when I play and it insists I do 1 basic provisioning or 1 basic training but those options are nowhere to be found. I had this same problem when I first tried on the game. I thought I had found the solution and now have forgotten. I've looked everywhere and had the same problem with two of the factions. Its driving me absolutely nuts. I'm regretting having paid for the game.
