I think I figured it out, after I rebuilt my home planet I forgot to designate it home planet, I think that's why all my planets are capped at 35%.

Hey, I am a noob and in the middle of my first game where I acctually am doing pretty good, its a 6 player map with one star, no too big. I have a problem though, I was doing really good but didn't realize that another teams culture had spread to all my planets, being a noob, I had overlooked the Broadcast Centers, and my planets' allegiance was very low, two fringe planets and my HOME PLANET rebelled, and most of my other planets were in the very low allegiance stages.
