Playing game today, just purchased. I was playing a 1 v 1 game against computer. I was Vasari race and was playing easy. Researched all of the Warfare and Empire categories and then went to Fleet Logistics to increase fleet size. Tried clicking to go to Deployment Monitoring and there was the requirement that I needed 1 point in Captive Suppliers. I can not find where to get this one point. In the research for Vasari in both Warfare and Empire there is no choice for Captive Suppliers.
