I noticed this today while fighting an enemy Advent Starbase (I was advent as well). I did my best to recreate what happened but to be honest, I am not sure at all about the exact factors or reasoning behind this. Hopefully someone can help me out. My Advent Starbase shield mitigation usually hovers around 19%-25% depending on the surrounding culture. When attacked and advent starbase boosts it's shield mitigation.
