As much as I appreciate finished products, it seems to me that when they allowed pre-orders they had an anticipated release date that has already passed. If not, then the tone sure made it sound like it wasn't going to take this long. Even now, there is nowhere near a firm date on the beta or release, and little to no information about the game is being released(and come now, screenshots are VERY easy to do). Really... Thoumsin, 32bit Windows OS can only use 3.someodd(can't remember the number) gigabytes of memory. That's why you only see them sold with 4gb of RAM at most. Frankly, it'd be way too resource intensive. A 5v5 huge map is already intensive, an even bigger map, with bigger fleet caps, more mines, more defensive structures, etc would make it even more intensive. I would advise thinking about this, and then waiting until after the mentioned article(at the earliest), to go critiquing Diplomacy.
You assume you speak for the masses. Have fun with that, they're not going to put it on STEAM unless their analysts say it's a good move to do so. Meaning... You won't be playing Sins unless you get over it and buy a boxed copy(you realize you can toss the box after, yes?) or buy it off Impulse.
It's really going to depend on the OS, there's no solid answer until it's released. The thing with Vista and 7 is that they both take up more resources than XP on a baseline level. That is why one some computers once they upgraded to Vista the performance dropped. We're not going to know how 7 compares to Vista performance wise until it's actually out(well, right now there's a decent idea, but ultimately it won't be set in stone until it's released.)
