I like the idea of being able to build a military outpost in every non-colonizable gravity well. So all Storms, Space junks, gas giants etc - you'd be able to put a military outpost in. These military outposts should be very limited in tactical slots, similar to dead asteroids. This will eliminate the problem when your get screwed by the map and can't properly defend your territory.

I'm pretty sure they are, which means that post 1.1 Hangers should be considered again.
I've just lost a game and I analyzed the record. Among other mistakes which I've made there was small thing that contributed: I had one choke point that I defended with Illums and Hangers, and my opponent attacked with Illums and Carriers. The forces at first were roughly equal, i.e similar number of fighter squadrons and Illums. However that was a very long and hard battle and I've noticed one small thing when analyzing the record: Hangers don't produce fighters as fast as the carriers.
In Sins 2.0 32 caps will be used.
Following the recent post about numbers of Fighters required to take down long range frigates, I figured the same calculation between bombers and HCs is also in order. So in one corner we have our bombers: TEC: 5 Bombers x 44.4 dmg each = 222 dmg per wave. Advent: 7 Bombers x 34.4 dmg each = 241 dmg per wave. Vasari: 3 Bombers x 76.9 dmg each = 230 dmg per wave. And in the opposite corner we have our HCs: Kodiak (TEC): 1050 Hull, 600 Shields, 5 Armor (ARMOR_FACTOR=0.8).
Well the numbers for fighters in 1.05 are: TEC: 6 fighters, 19.5 dmg each = 117 dmg per squad. Advent: 9 fighters, 16 dmg each = 144 dmg per squad. Vasari: 4 fighters, 30.75 dmg each = 123 dmg per squad. All fighters have "Anti Light" attack type which means 200% dmg aginst LRFs. LRFs have: TEC: 500 Hull, 280 Shields, Armor 1. Advent: 620 Hull, 550 Shields, Armor 2. Vasari: 600 Hull, 360 Shields, Armor 2. So the worst case scenario, TEC fighters
I hope the change also includes a similar proportional increase to the hull and shields of the frigates. Otherwise we will end up with a very expensive and very fragile ship.
