I dont think the DE is underpowered, In fact I would take it over the Novalith any day.(But as Ive been told, No one cares about my personal preferences though) Eliminating the enemies culture at a grav well, so they dont get their culture buff. You get your buff oh and your ships do more damage. Its just not that big exciting bang. And that why no one likes it. Or maybe the high research requirements.

What are system specs? The LAA wont do you any good really, I let Stant handle the why if it comes to it. Are you doing a few steps to as a player to reduce the lag? Like trimming your Empire Tree? Turning off Trade Ship Icons? Turning down the graphics and other graphical effects(planet elevators etc etc) You can even go as far as modding the game to reduce the amount of Trade/Refinery Ships spawned, and reducing

Auto saves + Fastest Settings are another Minidump/Desync instigator. Turning off Auto Save and not playing of anything faster than 'normal' allows me to play 10+ hour games with 6 players and with every race played. Im a firm believer that the 'Fastest' settings has been a cause of issue since it was introduced. It seems the need for speed has it disadvantages.

Are you sending in all your info, mini dump files, saved game, etc etc like they have asked?
You can change how much each lvl gives you Fleet supply and how much each lvl takes from your income. But you can not change it. Its core to the game. Its a design feature that in place to help bring an end to game, prevent spaming units non stop on a small empire, and promote more not throwing away large fleets. There been many of discussion on this topic but its not gonna change, the most you could do is tweak the cost per lvl, for a mod.
