You have to scuttle and rebuild your starbase.

In the Defense tree, research the item that looks like a pair of claws orsoemthing. It has a blue background and is not the one with the clock. I forget what it's called. It allows your Jarun Migrators (your colony ships) to build starbases for a hefty fee.

garv222 - I find that some capital ships' abilities do not work on starbases. Examples such as the Antorak Marauder's Phase Out Hull ability doesn't work on it ( T_T ), but the Jarassul Evacuator's Nano-Disassembler and the Skirnatra Carrier's Repair Cloud do.

EDIT: If anything in that planet's gravity well is pinned, the planet shows up in your empire tree whether you pinned it or not.
In the Entrenchment beta, the computers used to lay mines around each of their gravity wells until they had thousands of mines per gravity well, and it slowed peoples' games down to a crawl. In your case, even though there is a limit of 150 mines you can place per gravity well, they are still units that aren't present in the original game. So there's probably just more units that the CPU has to account for which is why your game might be slower.

I don't know if this is intended, but the Pulse Guns and Phase Missiles on the Vasari starbase don't have the custom effects.
I assume this is why you have the space egg...
Doesn't the ability lower phase jump times as well? Or does it only decrease the distance you need to travel to the edge of the gravity well in order to jump :X
You might as well add the Antorak (sp?) Marauder to the mix because its somewhat hilarious to see your capital ships jump right through their phase inhibitors (I think that's how the speed-boosting skill works) : 3
I think the structure you're talking about is the Nano Weapons Jammer, which is pretty far up on the tech tree (level 5 i think) and is a seperate structure.
