I still have my email receipt that say "not charged yet" for 29.95 for Rebellion and will be charged later, back when it was announced. Back then the early pre-order was suppose to give access to the Beta version for those who already have the what has been released to this point. I have no idea if that has changed or if the pre-order that is setup now will grant that.
I'd say it depends on if you are wanting to be realistic or not. Landing troops to take over makes more sense than destroying the planet's enviroment from orbit. If you were just destroying worlds that would be different, but since you are taking the planet then a orbital bombardment is not logical. Not when you are talking in what it does to the planets health and population. I am no advocating for either side though. Merely pointing out

Seems to me there would be some sort of countermeasure you could build to help defend against the Titan.
I could see a complete Sins package with Rebellion included like they did Trinity on shelves later, but not so sure about Rebellion by itself. However, it was priced at $30 so there is the possibility. As for when it will be released period, I'd expect sometime in winter 2011/12 and the beta this fall if we are lucky.
Perhaps if they make a Sin of a Solar Empire 2 they can make it DX11 capable. But I think for now it is what it is.
