I have heard its possible to designate a planet for a minor faction to spawn on, but not possible to select which minor faction appears. I suppose I should actually try it myself first however.

If galaxy forge is not working, you probably need an updated version of the .NET framework. Do you get any error messages when you try to open the one in the steam install directory? Galaxy Forge 3 is an older version used for pre-Rebellion Sins, and is not compatible with Rebellion.
Generally not. You basically need to know how to mod to mix major Sins mods. You can get a Kol and a Star Destroyer together in Star Wars: Interregnum .(Full disclosure, I'm one of the developers).
As in the angle you can jump from? Afraid not.
Make sure windows 10 Full Screen Optimization is turned off for Sins. They don't seem to play nicely with each other.

It's hard coded for the Titan entity. We don't have direct access to the lower level code as modders that controls this behavior.
The only ships that are limited to one are titans. There is no way to give that behavior to a capitalship (at least without a lot of ability shenanigans). A faction can have up to 9 titans however, and the player must choose 1 and be unable to build any more titans until it is destroyed.
There has only ever been three races. Rebellion split each race into two subfactions, which are further specialized. Mods of course have added a ton of new races.
