In general this is a good example of why buying used PC games are a bad idea these days. Stardock at least is nice enough not to put DRM on their physical game discs (though I think they only do digital sales now), so you can always play the version of the game that came on the disc. But updates do require a valid license, and chances are the person who originally bought it still has it registered to their account. Gamestop games is dead. Their purchase of the Impulse store in a nutshell did not work out well, and they ran it into the ground. You probably don't want to touch anything with Gamestop. Thankfully Stardock has your back, and if you registered you game, you can download the latest Original Sins/Entrenchment/Diplomacy version from the Stardock Store .
What game are you playing? Sins of a Solar Empire? If so, make sure you are getting the first few population upgrades on your planets ASAP. Most planets have a negative credit penalty until you get the first population upgrade or two. At that point the penalty is removed and you'll get tax income proportional to the population.

Next time you notice the issue, take a screenshot of the bottom right hand corner. It should say your Sins version number and whatever DLCs the game thinks are currently installed.
Do you ever play online multiplayer?
Can you verify you have the DLCs enabled in the options in steam?

I'm not sure I'm understanding what your issue is. What exactly do you mean by they move?
Try the map you made from the Steam directory galaxy forge without any mods. Some mods may change the galaxy to the point that maps made for the vanilla game won't work anymore. Hopefully your mod has made a custom galaxy forge tool available in this case.
This is the behavior for all titans, player and AI. Titans come back at the level they were destroyed at. They do get more expensive and take longer to build once they gain levels. The AI does not get experience faster, but harder AIs can train more capitalship levels for credits. This does not affect titans however. Chances are your AI was fighting another AI who was just feeding the titan.
You can't actually change the game speed in multiplayer, besides the usual game income speeds etc. at the start of the game. What happens in ICO multiplayer is that the game uses a lag prevention algorithm that for some reason, increases the game speed as a side effect. Unfortunately multiplayer speed is a bit wonky in Sins in general. Often the game is fast at the start of the game, before gradually settling at a more normal pace. I suspect perhaps leaving it paused for a long time may do something similar. At one point it was said that this might be the result of some anti-lag algorithm, but honestly I don't understand how exactly that works.

The only significance I can think of the thirty minute mark is that the game autosaves every 15 minutes. 30 minutes would be the second autosave. Perhaps your autosave folder is set to read only or something weird like that (though the game should make a new autosave file each time)? Perhaps you can turn off autosaves and see if that changes anything?
