Need Help minimizing windows into Toolbars?? in New Users WinCustomize Forums

First of all I"ve been searching for programs like these for quite a while, so thank you all for this. On certain screenshots of desktops I have seen multiple times what appears to be 'hanging' or 'floating' toolbars. As if a window was 'scrolled' up into it. A good example would be 'Slider Pink ?' located at https://www.wincustomize.com/skins.aspx?skinid=21132&libid=13. Maybe they're called sliders then huh. I'm using Object Destop, all apps. included, is this something I can do?&n
