Okay, I have the amount of asteroids and slots done, how do I free up the amount of spots to build extra ships?

I want to make planets have more tactical, economic slots and more resource asteriods, to have more stuff on planets and more resources to make said stuff, like the X10 mod, which I found awesomely fun. Keep in mind, I'm a noob at modding SoaSE, how would I do this, which files do I edit, etc?

This would be similar to the X10 mod from the 1.03 days, right? Someone needs to make a version of that for Entrenchment, etc.
