i think pirates should be a race. You can replace those raiding pirates with mercenaries and they can research a random tecnology, capture ships and can be a mix of 4 races or jus 1 race (Evil races like currupted Advent etc[with purpose of collecting money for total domination]). Pirates united society or Rebel Pirates (dont laugh) could be a mix of all races, steal tecnology, capture ships.. as pirates the only way of getting tecnology is going to a pirate
