Actually still need help figuring my glitch with building Titans? Have bought the tactical upgrade and Have a Capital ship factory but still the option to create is grey and says that i need to build a capital ship factory. Anyone else have this problem?

Can anyone please help me figure out how to create a Titan ship? I have purchased the Titan upgrade in the civilian section and I have a Capital Ship factory but the button still is grey. And when I click on it, it says I need to have a Capital ship factory?
