While I admit I'm not a fan of the spy ship... sorry it just seems to excessive, I do like the idea that the starbase on your capital world be more powerful than average. I feel that capital planets are brutally undervalued. This would make picking your capital planet more important and stretigic. I like a defensive war and if I am attacking I like attacking a hardened defense. This doesn't seem like its too much to ask to me. Simply making capital planet's starbases a
