How many Civic Centers is the wormhole tech for TEC? Thanx~!

Hey guyz, I'm new (ish) to Sins and can't find any documentation on how wormholes work. I'm assuming you use them to jump to the other wormhole across the map, but I can't get my ships to interact with it. Please help~!
