It could just be divide of quantity vs. quality. The Loyalists believe that everyone should join them and strive towards having everyone become a part of the Unity. The Rebels believe that the Unity suffers when it incorporates the weak so they have much more of survival of the fittest philosophy where people must prove themselves in order to join the Unity and that anyone unworthy should be sacrificed to strengthen the Unity.

I think your enjoyment is going to depend on how much attention you pay to the details. The game has quite a few plot holes, contrivances, and things that don't make much sense. A lot of them are small things but there are a few pretty big plot holes. I think the quality of the writing really began to decline noticeably with "The Arrival." That was just a terrible nonsensical DLC and it was a terrible idea to have ME3 follow it.

They could just do a combination of the two. You could have something like: Level 2 fleet - 5% upkeep Level 3 fleet - 9% upkeep Level 4 fleet - 13% upkeep Level 5 fleet - 17% upkeep Level 6 fleet - 21% upkeep Level 7 fleet - 26% upkeep Level 8 fleet - 30% upkeep Level 9 fleet - 35% upkeep And for every 50 supply of ships you own, the upkeep increases by 1%.

Have the Vasari even met the Advent yet? The Advent have drained their worlds of resources so the Vasari probably won't want to conquer them. The Advent could align themselves with the Vasari to destroy the TEC together. The Vasari get the resources of the TEC planets as they pass through the region and the Advent get to enslave the TEC and exact their revenge.

Make it so that starbases can't jump into a gravity well that already has a starbase. Also, allow each starbase to phase jump just one time. This is just an idea for the Vasari starbase. The Vasari starbase is supposed to take the role of siege frigates but they're useless against enemy Vasari starbases. So the solution is to either give the Vasari siege frigates too or make it so that their starbase can somehow take on enemy Vasari starbases.

Here's an idea for allowing Orkulas to fight enemy Orkulas, give them an upgrade that lets them phase jump once. Basically, you give up an upgrade slot in exchange for using it as a siege weapon one time.

If the Vasari are supposed to use their starbase to take down enemy starbases, wouldn't they be screwed if they were fighting against a Vasari opponent? The Orkulus may be designed to fight against enough defenses but it won't fair very well against another Orkulus that has more upgrades.
