Well, compare this expansion to Entrenchment and Diplomacy. Those micro-expansions were $10 each, so does Rebellion add at least three times as much stuff as either of those? The last $10 is for the fact that it's a stand alone game.

It would be nice if there were some skill synergy. Micro Phase Jump should temporarily increase the effectiveness of Desperation. Having a phase stabilizer in the gravity well should decrease the cooldown and increase the range of Micro Phase Jump. It would also be nice if Deploy Phase Stabilizer doesn't just create regular Phase Stabilizers. Level 2 should create a Phase Stabilizer with a repair or recharge shields/anti-matter ability. Maybe they could make it so that boarding party gives you temporary control over an enemy ship.
I don't think I have ever been able to capture a ship with boarding party. They might as well make it so that boarded ships give you some cash if they're destroyed without being captured.
I think Flak Burst could work better if it just destroyed a certain hit points worth of ships. So at level 1, it would do something like 500 hit points worth of damage, destroying 6 Advent bombers or 3 Vasari bombers.
With Subjugation, the chance of conversion should increase with every shot. So the first time a ship gets hit by it, there's a 10% chance, the second time, it increases to 12.5%, then 15%, and so on.
With the level of technology in Sins, there's really no reason for land based combat. It would not be that difficult for them to kill everyone on a planet without damaging the infrastructure too much. They can use chemical and biological weapons or neutron bombs. The Vasari can probably make some kind of nanite plague. The Advent can just mind control everyone or give them strokes. Only heavily protected bunkers or military installations need to be destroyed by orbital bombardment

A simple solution would be to add a tech or building that turns your planets back into unexplored planets for your opponents like the Gap Generator in the Command and Conquer: Red Alert games.
The problem with "Arrival" is that it's based on a huge plot hole and the story just makes no sense. The Reapers always hide their existence. They try to eliminate all evidence of the cullings so that no one can ever be prepared for it. Heck, a large part of the first game was about Saren trying to prevent Shepard from uncovering the secret of the Prothean Beacons and learning about the Reapers. In fact, without the Prothean warning, no one would know that the Reapers existed.
They could introduce a tech on the security tree that allows you to re-shroud a planet. Basically, with this research, your planets become unexplored again to your opponents if they haven't sent ships there for a certain amount of time. That way, it becomes more difficult to use super weapons against core worlds farther away from the fighting.

Then add a damage sharing buff similar to Shield Projection. Make it so that the Eradica absorbs 10%/20% of the damage taken by all your ships within a 3500/5000 radius.
Instead of having the Eradica's 6th level ability activate when it dies, it should just make the ship more powerful relative to how much damage it has taken.
Maybe more options can be introduced. Instead of just an on and off button. You could adjust the kinds of pirate attacks. You could have the option of changing how often they attack and whether they send big armies or small raiding parties. Maybe also include an option where pirates flee if they lose a percentage of their ships.
