OK. I solved the problem - for my system anyway. And after receiving a tip from someone I cannot identify. Since I last played SOSE, I installed a little application that makes any window active as soon as I move the mouse cursor over it. I do not have to click on it to make it active. I got Sins of a Solar Empire shortly after it first came out, and very much enjoyed playing it. Other things in my life came up and I put it aside for several months. I recently went back to it and discovered an issue that was not there before. Previously, the mouse scroll wheel allowed me to zoom in and out of the planet/universe view. That feature no longer functions. I can still zoom using the keyboard, but the scroll wheel is a lot more convenient. I do not have this problem in any other
