What is Alloy and how do you turn it on?

So I am pulling my hair out over this issue. It happens when I host games or I try to connect to games. I get a very generic "Cannot connect to server" error message. After many hours I only was able to bypass it by plugging my modem directly into my computer (taking my router out of the loop). I really would prefer not to have to do this. Anyone have any ideas or suggestions? I tried using the guide by Monk but I must not be doing something right because the error messa
