Yep. Turns out mediafire is incompatible with something called a "web accelerator", which my (satellite) ISP keeps turned on as a default setting. I disabled it and the download started right away.

It always bugged me a bit that when planetary allegiance reaches zero, so does the planetary population. That's not rebellion to me. If too many people in your empire are watching the enemy's version of VH1, does everyone kill themselves? I know that the planet is supposed to be 'lost to the empire' but for all intents and purposes it's just plain dead. And Rebellion is what the expansion is supposed to be all about, right? I think it'd be much more fun

You can't go back once you've researched supply levels, but there is a way to get more fleet for your buck. If you're TEC and allied, or allied with a TEC, the supply pact (maximum level pact) is very, very nice. If you lose the pact you get to keep the extra ships you've built with it, but you can't replace their numbers.
