Sins has been around since 2008. AI surrender was added in the Entrenchment expansion, or perhaps a bit before that. sins has sure, rebellion hasn't. and with 100~hrs of only single player I only had surrenders recently. Seems a bit far fetched to call it a coincidence. Either it was recently added to rebellion or they overhauled how the ai surrenders...again either way a recent change.

Bring on an option to disable AI surrender I say. I buy 4x games to play nice long games not view my after action report as quickly as possible. Or at least make keep playing not useless, disabling all constructions and abilities is kind of incredibly stupid. Not sure what the thinking was there.
