i went throught the tutorial twice and the manual and didn't find it, i guess im blind.. thanks though i have it figured out now o.o

Ok, i just bought this game yesterday and it's neat and all but when i try to upgrade logistics it wants me to upgrade basic officer training and somthing else.. iv'e looked everywhere i don't see anything that says basic officer training.. i can only get 1 capital ship and a few frigates and that's it! this game is so frustrating. please help lol - and htf do i get higher command and supply levels? i was in a custom map and got all research things completely done and i STILL had only 1
