If only developers enabled pirates to have one, as a part of "techs" gained by them over time.
To this list I would suggest enabling those "minor empires" to have diplomatic relations screens, just like other empires, and ability to give missions. After reaching certain level of relationship with them (eg 90%), minors should be willing to join your empire ("Ally" button form diplomacy menu replaced by "Join") giving you control over their planets, structures and ships.
Reading article about SoSE on Wikipedia I come across sentence: "Once both micro-expansions have been released, Stardock has stated that they will be releasing a final retail version with both micro-expansions included." Can anyone confirm this information, will it be worldwide release? Are there also plans to release expansion pack alone, for people that already have original game and want to have physical copy of add-ones? <
