So far I'm not very happy with the diplomacy expansion; they didn't even really add any new diplomacy. Even look at the diplomacy screen, the only difference is pacts, which don't have anything to do with getting and manipulating relations. Other than that they just limited what you can do with other AI/players until you research some tech. Giving missions feel weak because I don't even know if anything happened and its easier and more effective to ally with them and tell them to attack anywa

Maybe just disallow that mission from allies in a locked game until they both have the tech, but allow it when only one party has the tech in unlocked games.

We need espionage; it's something that completes the 4x experience. That would also give those playing locked teams or online matches something out of this expansion. Of course adding espionage probably asking too much of a dev team with limited time and others matters to worry about. Barring that more powerful cultural effects would definitely make things a little bit more interesting on the civic side.

I just thought of a good remedy for the awkwardness that I feel about the current pact system. Instead of having a series of pacts that are specific to the race but somehow overlap with those of other races have one research pact with various levels. Then you can have research topics that require a certain level of research pact with other races to get the pact bonuses. I think I actually like the new beta less. Needing the player to park envoys at every other players planet is a real pain in the ass when there is no auto function, which would be in the same vein as auto explore. The pacts seem gimmicky, and this new 100/200% relation thing just doesn't seem right. I absolutely agree; One of my least favorite thinks about this game and more specifically this expansion is the fact that everyone stats out hostile. Currently I see almost no change in this expansion and very little diplomacy because everyone is at war with each other. At the very least make it an option.
