None of the planetary improvements I've build (and I haven't built many yet) say anything about affecting speed. Also, it doesn't seem to matter which planet I build the ships at, they all have the same, lower, speed now. I still don't know why the first one was faster.
First off, let me apologize if I'm just misunderstanding something fundamental. I am on only my first game of GalCiv2, though I can't find anything about this in the wiki or forums.
