I was having this problem but I found that lowering the game resolution seems to have fixed it. You can find the settings file under: AppData\Local\Ironclad Games\Sins of a Solar Empire\Setting\rebellion.user.setting (You will have to open it with notepad) Then scroll down to the variables: VideoFullScreenWidth, VideoFullScreenHeight, VideoWindowedWidth & VideoWindowedHeight. Mine was initially at 1920x1080 but I found that 1600
