This sort of goes along with your theory, but the current pirates remind me of the reavers from firefly, because they always rape me before killing me.

Odd, in a pre-diplomacy interview over at http://www.neoseeker.com/Articles/Games/Interviews/sins_diplomacy_qa2/ a developer says: "“Hard” was the AI playing its smartest at the same level as the human." Which to me suggests that hard doesn't cheat. Or didn't cheat. Did they make the hard AI start cheating in diplomacy...?
