Make something with a mod that dies shortly after it is spawned. Add it to the GalaxyScenarioDef for your mod. Make a copy of Galaxy Forge. Copy your mods GalaxyScenarioDef over the GalaxyScenarioDef in the copy of Galaxy Forge. Make a galaxy template in Galaxy Forge that spawns one of these death after spawn items for each player. Add the template to every planet in your map. Hope this helps.

Thank you all you have given me much to think about and quite a few starting points.
1. Wormhole Interdiction - Is it possible to make an ability that works like embargo (without the money theft of course) that only affects wormhole travel? 2. Pure Galaxy Forge method. 1. In the Planet Owner field type "Militia#". Where # is 0 - 19 (unless you have changed your GalaxyScenarioDef file to have more or less Militias). The number decides Militia name and icon as set in the GalaxyScenarioDef. 2. Double-click on the planet to open the planet's template and add a group. 3.
