Help with downloading Galaxy Forge in Sins Modding Sins Forums

I have just started up Sins of a Solar Empire again and wanted to download Galaxy Forge. It downloads and I open it with Microsoft Office Word 2007. It says that "There was a problem sending the command" And it won't open. Idk wtf is going on as I have tried using 2 other programs (Notepad and even the outdated Microsoft Works Word Processor) And the same the only difference is everything shows up in weird symbols. I couldn't download any updates because they were no longer available so i dow
