Steam will not let me update, it doesn't even see that there is an update..... Anyone have any idea what I should do?

I had the same, and followed advice in another page to use the cinematic mode button in the use interface tab of the options, I just pushed reset in that tab and it fixed the problem.

Never mind, the server is down temp......

I had this issue once before, I solved by updating the game, worked for a few weeks now it is back and there are no more updates to maricale fix me.
