And what about corvettes? They are said to be highly maneuverable, so they should be able to outrun the Titan's heavy weapons! They will surely lack the raw firepower to beat any titan class ship, but maybe they'll have many abilities that could prove useful against them.
1. Create a Home-world council that would issue missions to you in the same way another faction would. However here, the quests asked would rather be: fortify a specific planet, engage diplomacy with another faction, capture a neighboring planet, build specify civilian structures or complete certain research (mostly low utility research) etc. Rewards for completing such missions could be increased allegiance or in the form of resources.
