how do I put my Galaxy into the game through steam?

Found it I have one in the steam file for galaxy forge. Forgot it came with game so I need to delete the extra Galaxy Forge I downloaded. so how to I set the property for having player start at a single point?

The Galaxy forge I have does not have the DLC Planets. I've looked through it but cant find them anywhere.

I have played this game off and on since the original came out, but i have never really used the Galaxy Forge. I was wondering if anyone could answer a few questions. I have also been looking at the guide for some help. Does the Galaxy forge have the DLC's new planets? If not how do I get them or do I have to wait for an update? how do i set up a designated starting point for player? Am I able to determine the amount of resources and artifacts
