If I were to guess, I would say the Vasari rebel titan is going to be the best against fleets , survivability wise, mainly because of its amazing abilities to leech.

There is a tech in the diplomacy tech tree that negates penalties for different races diplomatic relations. If that does not help ,and as you have said you have researched all the technologies then I'm not really sure about what you are describing, assuming that you are sending envoys to all their planets?. Have you tried sending the AI's missions? As you had ignored them early in the game, you might have gone past the stage for diplomatic relations because you may hav
