Developer.exe - Lots of missing files in Sins Modding Sins Forums

I have recently downloaded the developer.exe for Sins of a Solar Empire from the "Forge Tools" Download link. I can get the program to run, but when started it says that there are TONS of missing files and then the program crashes and the "Send Error report/Dont send error report" dialog box appears. Is there a specific folder I need to save the forge tools in? Or is it a different problem? Note: I only have Sins of a Solar Empire v1.192 (or whatever the latest version is).
