Just checking. You have all the techs to build it right? You need 4 levels before you can complete it. The game is designed to halt production on titan at various stages according to what tech you have researched.
Rough estimate of 6-7 hours between ordering and getting email, yes. I'm located in Denmark, if that information is of any use :D I gather you just need patience and perhaps check up on your order if everything is good to go.
