Yes, while it would be nice if this was fixed, I believe there are more urgent issues.

Everybody here is talking about the pirates, which actually do something, even if they are a pain. But what about the Rebels (mentioned in the OP) that build up around you planets after you've researched Truce Amongst Rogues? There can be a huge build up of them in each gravity well that do nothing and presumably eat up processing resources.
