Hello, I'm into my first SOASE Rebellion game. Can someone explain to me how to give a gift to another race? I have researched "Xeno Influence", but all three "Give 100" buttons in the diplomacy menu are greyed out for all other races. I certainly have enough in the bank as well. What am I missing? Thanks!
