normal 'record' is game save files iirc. Also Steam doesn't autoupdate at all times. Sometimes you have to manually update the game.

Depends on your timezone. I'm Central European time(CET) And for me it's somewhere between 18:00 to 06:00 where I have the best games with alot of good players. That would probably be 12:00 to 00:00 EST. Or something. I'm still unsure what How to PM and AM but iirc 18:00 is 6Am. So anywhere between that and 12 hours ahead.
