I've been confused by this ability for quite awhile, it's an oddly-placed economic benefit upon such a massive ship of war. We don't commonly build titans to assist in economy, so this ability as it stands seems out of place, to me at least. I'd prefer something more combat-oriented, particularly as an ultimate ability on a Titan. Why not something that would play to the Advent's supposed advantage in culture?
