That's because my card is oldish, and 12.4 is stable. Unlike more recent drivers. It was how I got something -- Civ5? Skyrim? FNV? -- to work properly. Forget which game I was having issue with.
I should probably add that despite what steam says, I have dual video cards. Running 12.4 drivers.
