Honestly, the CPU doesn't matter unless its less than 1.5 ghz. I have a dual core running at 2 ghz with a pretty decent GPU, and it almost never bottlenecks..... unless there's fleets.....

I was just playing with our smurf the other day and I think he's either a total noob who can't learn, or a total troll who doesn't take anyone's time seriously. He played horrendously before complaining how imbalanced the map was for Vasari (he was getting orky rushed) and he just camped out taking neutrals and doing nothing with the resources he got from it.
